On Monday, July 25, 2011 the New Jersey Division of Local Government Services issued a Local Finance Notice, 2011-20, “Implementing the 2011 Pension and Health Benefit Reforms”. This Notice is the most substantive explanation regarding details of the law that have yet to be issued by state officials. This Notice is an explanation of the impact of Chapter 78 on local unit healthcare benefit programs, including employers with the state plans, commercial insurance, health joint insurance funds, and joint and self-insured benefit programs.
